Proposition 23 Defeated - Stock and ETFs That Could Be Affected: VLO, TSO, RPV, XOP

California’s Proposition 23 was defeated on election day, which will allow greenhouse gas emissions restrictions to move forward.
Huge refiners like Valero (NYSE:VLO) and Tesoro (NYSE:TSO) had backed the measure to shelf restrictions.
The two stocks are both among the top five holdings of the Rydex S&P 500 Pure Value ETF (AMEX:RPV), making up a total of 5.43% of the portfolio. The fund is trading flat Wednesday.
They also make up a 5.35% chunk of the SPDR S&P Oil & Gas Exploration & Production ETF (AMEX:XOP), trading down 0.7%.
